To assess how to enhance the capability of the Moldovan social protection system – in particular social assistance – to increase the resilience of households facing idiosyncratic shocks. Particular attention is paid to the targeting of the social protection system’s response to households in need, the timeliness of the response, its ability to flexibly address these needs as well as its adequacy. Households with children are at the main focus of the assignment.
