Review of Decree 136 with focus on social assistance for children, and proposal of policy options for development of a new Decree in line with MPSARD targets and relevant to the context of a low middle-income country

The purpose is to review Decree 136 with a focus on social assistance for Vietnamese children, especially those living in special circumstances (the most vulnerable children), and to propose policy alternatives to develop a new Decree that is in line with the MPSAR (Master Plan for Social Assistance Reform) and other recently issued strategic documents.
